In the device-specific M-DoC (Material Declaration of Compliance), PULS confirms compliance with the requirements of the REACH and POP regulations. Since Dechlorane Plus (DP) is not listed there as a Substance of Very High Concern (SVHC) under REACH or as a substance under Annex A of the POP Regulation, it can be assumed that this substance is not present in the product. If Dechlorane Plus were present, it would be explicitly declared in the M-DoC.
Dechlorane Plus (DP) is a chlorinated flame retardant used in various industries, including electronics. It exists in two isomer forms: syn- and anti-dechlorane plus. The corresponding CAS numbers are:
- 13560-89-9 (Total Connection)
- 135821-03-3 (syn-Isomer)
- 135821-74-8 (anti-Isomer)
Regulatory status
- REACH Regulation (EU) SVHC Candidate List: Dechlorane Plus was added to the Candidate List of Substances of Very High Concern (SVHC) on 15 January 2018.
Obligation to inform: According to Article 33 of the REACH Regulation, suppliers of articles containing more than 0.1 % (% by weight) of an SVHC must inform their customers accordingly. - Stockholm Convention and EU POPs Regulation
Inclusion in Annex A: In May 2023, Dechlorane Plus was added to Appendix A of the Stockholm Convention, which provides for a global ban on its production and use, subject to certain exceptions.
EU implementation: The EU plans to include Dechlorane Plus in the POPs Regulation from 26 February 2025. Certain exemptions apply until February 26, 2030 for aerospace, defense, and medical imaging and radiotherapy applications. Spare parts for these applications may be used until December 31, 2043
